Gov. Andrew Cuomo is in Albany with nothing public planned. 

At 9:30 a.m., lawmakers will hold a joint budget hearing on education. Hearing Room B, Legislative Office Building, Albany.

At 10 a.m., Disability advocates, elected officials and directly impacted New Yorkers will rally on the Million Dollar Staircase at the State Capitol. Million Dollar Staircase, State Capitol, Albany.

At 10:30 a.m., the New York Student Aid Alliance hosts annual advocacy day for students, faculty, staff, legislators and policymakers to come together and support state funding for student aid and higher education. The Well, Legislative Office Building, Albany.

Also at 10:30 a.m., community advocates, wrongfully convicted people and elected officials will introduce a new bill on Tuesday that will provide additional opportunities for people to challenge their wrongful convictions in court. 1st Floor, Legislative Office Building, Albany.

At 10:45 a.m., Lt. Gov. Kathy Hochul will highlight efforts to combat opioid addiction. Convention Center, Empire State Plaza, Albany.

At 11:30 a.m., lawmakers and a trauma surgeon will hold a press conference to call for the passage of legislation requiring passengers buckle up in the back seat. NYS Capitol, 4th Floor Lobby, 188 State Street, Albany.
