A rally and news conference in support of marijuana legalization on Tuesday will be held at the Capitol as lawmakers once again are determining how to move forward on the issue. 

The rally, to be held by the Start SMART NY coalition, will include lawmakers who back the measure, including Assembly Majority Leader Crystal Peoples-Stokes. 

The event will be held on the Assembly steps at 1:00 p.m.

The rally also comes a week after Gov. Andrew Cuomo included the proposal in his $178 billion budget plan for the second straight year. 

Cuomo also wants to work with neighboring states to develop a region-wide vaping and marijuana policy plan. 

Lawmakers last year did not reach an agreement on a broader legalization plan amid disagreements over how revenue would be spent, who would benefit from legalization and concerns over traffic safety. The legislature and Cuomo, however, did agree to a decriminalization bill that expunged the records of marijuana-related convictions. 

Last week, Sen. Peter Harckham, a Democrat from Westchester County who did not embrace the bill last year, announced his support for it.
