Good morning! It's another chilly one for upstate New York. We're still shifting through the governor's budget proposal. For now, here's what is happening today:

Gov. Andrew Cuomo is in Albany with nothing public planned. 

At 8 a.m., Lt. Gov. Kathy Hochul will discuss economic development at the CenterState CEO’s 2020 Economic Forecast Breakfast, The OnCenter, 800 S State Street, Syracuse.

At 9 a.m., the committee on Budget and Revenue will meet. Room 946A, Legislative Office Building, Albany. 

At 9:30 a.m., the committee on Aging will meet. 804 Legislative Office Building, Albany. 

At 10 a.m., Lt. Gov. Hochul will receive a briefing on plans to create a state-supported child care center and will tour a co-working space. 201 E Jefferson Street, Syracuse.

At 10:30 a.m., the WELL campaign will hold a news conference, Million Dollar Staircase, Albany.

Also at 10:30 a.m., Assemblyman Thomas Abinanti and state Sen. Kevin Thomas urge the state Legislature to pass Vinny’s Law, LCA Press Room, Legislative Office Building, Albany.

At 10:45 a.m., Mayor de Blasio will deliver remarks at the U.S. Conference of Mayors. Capital Hilton Hotel Federal Room, 1001 16th Street NW, Washington. 

At 11:30 a.m., State Sens. Alessandra Biaggi and Liz Krueger, and Assemblywoman Karines Reyes, hold a press conference with Planned Parenthood, fourth floor, Senate Lobby, state Capitol, Albany.

At noon, the Senate Finance Committee will meet. Room 124 Capitol, Albany. 

At 1 p.m., the Senate Elections Committee will meet. Room 904 Legislative Office Building, Albany. 

At 1:30 p.m., Lt. Gov. Hochul will deliver remarks at the groundbreaking of the Irondequoit Community Center Project, 285 Medley Centre Pkwy​, Irondequoit.
