At 8:15 a.m., Gov. Andrew Cuomo will hold a press briefing before departing for Puerto Rico. JFK International Airport, Queens.

At 9:30 a.m., Assembly Real Property Taxation Committee Chair Sandy Galef will take testimony to examine changes to the STAR Program provided in the State Fiscal Year 2019-20 budget. Hearing Room C, Legislative Office Building, Albany.

At 10 a.m., Mayor de Blasio will make an announcement. Kimmel Center for University Life, New York University, 60 Washington Square South, New York.

At 11 a.m., Lt. Gov. Kathy Hochul will deliver a State of the State presentation. Kingston City Hall, City Council Chambers, 420 Broadway, Kingston.

Also at 11 a.m., the Bring It Home coalition will rally in Albany tomorrow to urge Governor Cuomo to increase funding for mental health housing programs in this year’s budget. Outside Gov. Cuomo’s Office. Second floor, state Capitol, Albany. 

Also at 11 a.m., state lawmakers and advocates will rally in Albany on Tuesday to demand that the legislature pass the Protect Our Courts Act as soon as possible in the 2020 session, which will outlaw ICE arrests without a judicial warrant in or around all courthouses in the state. At noon, New Yorkers impacted by healthcare and housing crises will declare a “State of Emergency” and demand that elected officials pass legislation guaranteeing housing and healthcare for all. War Room, New York State Capitol, Albany.

At 12:30 p.m., Advocates will hold a press conference on Healthy Terminals Act, the law to provide transportation hub workers benefits. Million Dollar Staircase of the New York State Capitol Building, Albany.

At 1 p.m.,  Lt. Gov. Kathy Hochul will deliver a State of the State presentation. Concordia College Pietruski Auditorium, 171 White Plains Road, Bronxville.

Also at 1 p.m., Senate Democrats will hold a news conference on limo safety legislation. Room 124, State Capitol, Albany.

At 1:30 p.m., More than 500 advocates, state lawmakers, formerly incarcerated people, and community leaders will gather in the state capitol to renew their calls for parole reform and unveil their 2020 agenda. New York State Capitol Building: Million Dollar Staircase. State Capitol, Albany.

At 3 p.m., Mayor de Blasio will visit NYC Emergency Management, 165 Cadman Plaza East, Brooklyn.
