As he eyes mulls a future gubernatorial run, U.S. Rep. Ritchie Torres renewed a request Wednesday with state and federal officials to launch an investigation into the state's $9 billion home care contract that's come under fire for accusations of bid-rigging.

Torres re-upped an initial request for a probe into Gov. Kathy Hochul's administration's awarding a $9 billion contract to company Public Partnerships LLC to oversee the Consumer Directed Personal Assistance Program, which gives self-directed home care to about 280,000 elderly and disabled people and allows them to choose their caregivers.

"It has been brought to light that the Hochul administration has handed a de facto sole-source contract — under the guise of Medicaid reform, with only the illusion of competitive bidding — to PPL while at the same time receiving consultation about Medicaid reform from PCG, whose executives just happen to have a 25% ownership interest in PPL," the congressman wrote to state Inspector General Lucy Lang and the inspector general of the U.S. Department of Health and Human Services.

home care provider filed a lawsuit in state Supreme court last month alleging the Hochul administration rigged the bidding process in a backroom deal during last year's budget negotiations.

Torres, a Bronx Democrat, is a harsh critic of Hochul as he considers challenging her in 2026 to be the state's next Democratic nominee for governor. He sent his second letter on the matter a day after Hochul delivered her fourth State of the State address in Albany.

Torres first contacted state and federal authorities last month to request a probe into how Hochul's administration handled bids for the contract.

Both offices confirmed receipt of the congressman's December request, but did not respond further.

"Ritchie Torres was horribly wrong when he supported defunding the police and he's horribly wrong when it comes to understanding our consumer-first approach to reforming CDPAP," said Avi Small, Hochul's press secretary. "Instead of responding to his daily press stunts, this administration is laser-focused on our efforts to protect home care users and caregivers."
