According to most of the experts Capital Tonight has spoken with, the Rockefeller Institute’s Foundation Aid report is both thorough and thoughtful.

Rick Timbs agrees, but he also says there are elements of the report that he would describe as “naïve."

Timbs, executive director of the Statewide School Finance Consortium, explains why he feels the report doesn’t accurately reflect the real-world pressures on school districts and attempts to make understandable how the changes proposed to the formula might affect individual types of school districts.

He spoke with Capital Tonight’s Susan Arbetter.
