New York state leaders have had a lot to say about the federal Creating Helpful Incentives to Produce Semiconductors (CHIPS) Act.

But there's a different kind of CHIPS — the Consolidated Highway Improvement Program and state infrastructure funding.

It helps local municipalities fund infrastructure projects. Gov. Kathy Hochul has again proposed nearly $580 million for the program in her executive budget.

Republican state Assemblyman Phil Palmesano, who represents parts of the Finger Lakes and Southern Tier, joined Capital Tonight Thursday to discuss the issue.
