A proposal to increase tuition for New York students and public colleges and universities will not be included in a final budget agreement, a source familiar with the negotiations said Monday.
Out-of-state students at the State University of New York and the City University of New York, however, are expected to see tuition increase between 5% and 15%, depending on the campus.
Gov. Kathy Hochul's initial budget proposal would have increased tuition at SUNY and CUNY campuses by linking it to the higher education price index. At the time, Hochul had described the hike as a "modest" increase in order to generate revenue for public higher education.
Hochul's office defended the initial proposal, noting students who receive full tuition assistance from the Excelsior scholarship would not be affected.
But Democrats in the state Legislature had opposed the tuition proposal and rejected it as part of their separate spending plans.
“Me personally, as a graduate of SUNY for undergrad and CUNY for graduate school, you know, that one kind of strikes to me. I’m still paying my undergraduate student loan," Assembly Speaker Carl Heastie told Capital Tonight in March. "So yeah, that one is kind of…I’m not very happy about. I think the schools need the money, but I think we have to figure out a different way of raising tuition.”
