While the Office of the State Comptroller hasn’t released its official analysis of the recently released state budget, Capital Tonight received a bit of a preview when Comptroller Tom DiNapoli joined host Susan Arbetter. 

According to DiNapoli, the “deep dive analysis” from his office will be out in a couple of weeks. 

“What we are looking forward to analyzing is the financial plan,” he said. “How are we accounting for the spending. Because our concern is, will we have recurring revenue to match the recurring spending?”

DiNapoli said he is especially concerned about tax revenue. 

“Some of it is temporary, but also, some of it is more volatile,” he explained. “The personal income tax collection can be very volatile. And there is a fair question to be asked with some of the changes in that regard – will we see changes in taxpayer behavior?”
