Parts of Syracuse and Rochester and the outlying areas will enter an "orange" zone designation as the coronavirus continues a resurgence in New York and across the country, Gov. Andrew Cuomo announced Monday, leading to new restrictions and school closures.

Cuomo added Erie County is on the "warning track" for a red zone designation that could include more restrictions and leave only essential businesses open.

On Staten Island, meanwhile, the spiking hospitalization rate is leading state officials to open a surge capacity field hospital at South Beach.

An orange zone designation businesses deemed non-essential and higher risk such as hair salons, barbershops, gyms, fitness centers and personal care services will close. Houses of worship will have their capacity capped at 33% and gatherings indoor and out will be limited to 10 people. Restaurants will close for indoor dining.

Schools will close, but can reopen if they follow mass testing guidelines for the coronavirus.

Overall, New York's positive rate statewide stood at 3.08%. Thirty-three people have been confirmed to have died of COVID-19 in the last day. There are 2,724 people in the hospital due to COVID-19.

Cuomo once again urged New Yorkers to not spend Thanksgiving with people outside of their home.

"This is not a normal Thanksgiving," Cuomo said. "This has been an horrific year where we've seen the worst in a generation and we've also seen the best in a generation."
