Parts of Rochester and Syracuse could see new restrictions due to rising coronavirus cases, Gov. Andrew Cuomo on Sunday said. 

The cities could add "orange" zone designations are on "on track" to do so in the coming days, Cuomo said. 

The designation means businesses deemed non-essential and higher risk such as hair salons, barbershops, gyms, fitness centers and personal care services will close. Houses of worship will have their capacity capped at 33% and gatherings indoor and out will be limited to 10 people. Restaurants will close for indoor dining. 

Schools will close, but can reopen if they follow mass testing guidelines for coronavirus. 

It was not clear when the orange zone designation will be in place for those areas. Parts of Manhattan and Long Island are also due to enter "yellow" zones while Staten Island will enter the more restrictive "red" zone.  

The statewide positive rate in the last day stood at 2.7%, which includes "cluster" areas of high COVID-19 cases. Thirty people were confirmed to have died of COVID-19 in the last day and more than 2,500 people are now hospitalized because of the virus. 

Cuomo has warned New Yorkers ahead of the approaching Thanksgiving holiday to not hold large gatherings in their homes in order to avoid further spread of the virus. And he urged residents to continue follow safety guidelines to slow the spread.

"More people will die the more the rate goes up," Cuomo says. "Unless you are extraordinarily casual about human life, it matters."
