Gov. Kathy Hochul unveiled what she described as “the parameters of a conceptual agreement” on a $237 billion state budget.

The agreement includes a highly anticipated housing package that provides incentives for developers in the city to build new apartments.

It also includes funding for combatting retail theft, and would also extend Mayor Eric Adams’ control of the city’s public school system and an additional $500 million to help asylum seekers.

But some lawmakers today say the deal is not yet finalized.
