Former Chief Judge Jonathan Lippman, who now heads up the Independent Commission on New York City Criminal Justice and Incarceration Reform, outlined several ideas this week in The New York Times about how to reduce the population at Rikers Island. 

Several of the ideas, including reducing social distancing in courts from 6 feet to 3 feet and implementing the “Less is More Act” immediately, would need buy-in from Gov. Kathy Hochul.

Lippman spoke with Capital Tonight’s Susan Arbetter about his proposals.
